The EIP Card is sponsored by the Treasury Department’s Bureau of the Fiscal Service as part of the US Debit Card Program "The cards, issued by MetaBank, will be sent to people whose tax return was processed by the IRS centers in Austin, Texas, or Andover Massachusetts. The Treasury did not specify which taxpayers had their returns sent to those centers, but , the Andover service center covers residents in Maine, Maryland, Massachusetts, New Hampshire, and Vermont, while the Austin service center covers residents in Florida, Louisiana, Mississippi, Oklahoma, and Texas."
